On 5 August 1994, riots fuelled by social dissatisfaction broke out in Havana. The events became known as the Maleconazo, after the Malecón, the seafront boulevard where they took place. In the days that followed, a mass exodus by sea towards the United States began, later known as the Rafter Crisis. The image is taking place on the day after the riots, when parts of the city were still patrolled by police officers dressed in civillian clothes, and detachments of construction workers armed with sticks and pipes, ready to confront any protesters.
